East Cleveland Building Inspector

BUILDING INSPECTOR
DEPARTMENT: Community Development
DIVISION: Building & Housing
JOB LOCATION: 14340 Euclid Avenue, East Cleveland, Ohio
JOB STATUS: FT
HOURS: 8:00-5:00 P.M.

JOB SUMMARY:
Inspect new construction, renovation and repairs to ensure compliance with State and City building codes and standards. Conduct inspections to ensure compliance with the City zoning code and commercial maintenance code. Investigate complaints and possible code violations

ESSENTIAL FUNCTIONS:
 Schedule and perform on-site inspection of commercial and housing construction projects
 Review construction-related documents
 Must have knowledge of plan, blueprints, site layouts, specifications and construction methods to ensure compliance with legal requirements and safety regulations
 Conduct follow-up or re-inspections
 Issue violation notices and stop work orders; conferring with owners, violators and authorities to explain regulations and recommend rectifications
 Maintain building inspections records and building and specification books
 Investigate fire scenes and other complaints and code violations about existing structures
 Conduct occupancy and tenant change inspections
 Prepare court papers and appear in court to present evidence and expert opinion, as needed
 Respond to inquires from residents, City administrators, and contractors
 Maintain and increase knowledge of skills through attendance at meetings, conferences, training seminars and in-service training sessions

ARCHITECTURAL REVIEW BOARD:
 Review and analyze building plans, summarizing building and zoning code compliance in a report for the Board’s consideration
 Attend meetings, recording discussions and following-up on action items as necessary
 After Board approval, establish all permit costs associated with application

MINIMUM EDUCATION AND EXPERIENCE:
 Experience: Formal training as required by Ohio Administrative Code 103.34 and the Ohio Revised Code 3781.3791
 Work experience of at least three (3) years with another governmental inspection agency is highly desirable

KNOWLEDGE, SKILLS AND ABILITIES:
 State and local building, zoning and applicable standards and ordinances
 Americans with Disabilities Act
 Inspection and safety evaluation techniques
 Principles of structural building inspection
 Standard equipment used in building inspections
 Standard office equipment including computers and related software
 Department and City policies and operating procedures

SKILL AND ABILITY TO:
 Inspector understands plans and specifications
 Use testing equipment applicable to building inspectors
 Inspector understands and applies laws, codes, regulations and policies
 Define problems, collect data, establish facts and draw valid conclusions
 Identify potential and existing construction /maintenance problems
 Recognize unusual or dangerous conditions
 Prepare accurate and concise reports
 Communicate effectively with others both verbally and in writing
 Maintain effective working relationships with supervisor, co-workers, and others

LICENSED OR CERTIFICATION REQUIRED:
 State of Ohio Class III Building Certifications

PHYSICAL DEMANDS:
 Frequent standing, walking and climbing stairs and ladders
 Somewhat frequent bending and stooping
 Occasionally working in awkward or confined positions, negotiating uneven terrain, and lifting or pushing light to heavy weight (2-20+ pounds)
 Working outdoors in various weather conditions

EQUIPMENT USED: Personal Computer, fax, and standard office equipment
SALARY RANGE: per union contract
