Warrensville Heights Housing Inspector

POSITION TITLE:  Housing Inspector                                                                                                                              

DEPARTMENT:  Building Department                                                                     

REPORTS TO: Building Commissioner and/or Interim Building Commissioner

 

Position Summary:  

 

The Housing Inspector, commonly referred to as “Code Enforcers” are responsible for variety of inspections on Single & Two Family Residents, Apartments, and Town Houses to ensure that properties meet federal and local housing quality standards and zoning requirements. They inspect the interior and exterior of all housing and assigned businesses for violations such as deteriorated driveways, interior, aprons, sidewalks, lawns, roofs, gutters & down spouts, paint/siding, windows, doors, litter & debris, rubbish, garbage, maintenance of foundations and all other general maintenance areas.

 

Major Accountabilities: 

 

  • Read and enforce all basic residential codified ordinances.
  • Inspect properties for compliance with applicable International Property Maintenance Codes, City of Warrensville Heights Building Codes, and Zoning Ordinances.
  • Assess damages, determine who is responsible for correction, and establish deadlines for work to be completed.
  • Issue correction notices and citations.
  • Document efforts to bring properties into compliance.
  • Conduct follow-up inspections to ensure that work is completed.
  • Maintain records of building and inspection activity.
  • Complete related reports.
  • Perform Point of Sale, Certificate of Occupancy & Compliance inspections for commercial and multi-family sale upon request.
  • Ensure all inspections are scheduled, performed (residential, commercial & multi-family), and inputted into the computer system in a timely manner.
  • Monitor & coordinate with Exterior Maintenance Program.
  • Act on complaints from tenants, homeowners, and associations of unauthorized uses and violations of property.
  • Issue Certificates of Occupancy for residential property.
  • Maintain records and documents of customer service issues and resolutions.
  • Initiate interactions with contractors and property owners referencing procedures for obtaining Certificates of Occupancies.

 

Peripheral Duties:

Testify and present evidence in administrative hearings and court proceedings. Assist in resolving complex and sensitive customer service issues, either personally, by telephone or in writing. Assist in administering the permit process, including application processing, fee assessment and collection. Respond to Fire and Police Dept. for code violations. Explain, interpret, and provide guidance regarding all applicable codes within the area of responsibility to architects, engineers, contractors, developers, and all other interested parties. Provide assistance to City planned programs involving community activities or involvement. Perform all other duties as may be required by the Building Commissioner or the Chief Housing Inspector.

  • Ability to walk normal sidewalks and stairs in residential and commercial buildings.
  • Ability to work in outside weather conditions.
  • Work near moving mechanical parts and in high precarious places.
  • Occasionally exposed to wet and/or humid conditions, airborne particles, or risk or electrical shock.
  • The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.

 

Position Qualifications:

High school diploma or (GED) required.
Residential Building Certification preferred.
General knowledge of code enforcement.
