GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs intermediate technical work in housing code inspection; does related work as required. Additionally performs intermediate technical work in the inspection of all phases of building plans and construction. Work is performed under the regular supervision of the Assistant Director of Housing Inspection.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Conducting property maintenance inspections; enforcing housing and related codes and ordinances; preparing inspection reports and maintaining inspection files and records.
- Performs field inspections and reinspections of residential properties and facilities for compliance with housing code standards;
- Conducts point of sale, systematic and complaint inspections as required;
- Inspects the interior of dwellings and appurtenant structures for proper electrical, plumbing and heating facilities;
- Inspects the exterior of residential properties for proper maintenance and repair of roofs, chimneys, gutters and downspouts, foundations, windows, siding, steps, sidewalks, driveways and landscaping;
- Prepares notices of code violation for property owners not in compliance; and advises owners of support services available to assist them in making repairs;
- Receives and investigates complaints of conditions that may violate code requirements;
- Pursues enforcement options to compel compliance;
- Informs supervisory staff of hazardous or blighting conditions that demand prompt attention;
- Answers questions from owners, prospective owners, tenants, real estate agents, private citizens and contractors regarding the inspection process;
- Testifies in court and before the Board of Appeals on code violation cases as needed;
- Prepares reports and maintains records of inspections;
- Uses electronic devices in the field to generate violation reports
- Performs field inspections and re-inspections of residential, commercial, industrial and public facilities for compliance with state building, plumbing, electrical, mechanical;
- Receives complaints about defective construction and handles enforcement problems;
- Issues warnings, stop‑work orders and/or citations where construction is not being made in compliance with regulations as to methods and/or materials;
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of building construction and materials, to include electrical, plumbing and heating installations; general knowledge of local housing and related codes, laws and ordinances; ability to detect poor maintenance conditions, improper repairs and hazards; ability to communicate politely and effectively with the public and to develop cooperative working relationships; ability to work independently, with minimal supervision. Comfortable working with Microsoft Windows devices, and fluent with Microsoft Office products.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and considerable experience in building construction and/or permit inspections. Qualifications to obtain at minimum, a state of Ohio issued Residential Building Inspector certification. Electrical, mechanical, and/or plumbing experience preferred. Possession of an appropriate driver’s license valid in the State of Ohio.
