JOB SUMMARY
The Clerk-Typist (Part-Time) performs varied clerical work associated with the Building Department. The position is under the direct supervision of the Building Commissioner. Performance of the core objectives of the position are essential job functions. This position is “Unclassified” (not classified) within the Civil Service of the City of Parma.
WORK ACTIVITIES
Building Duties
• Handles department inquiries by residents, contractors, builders, etc., *
• Communicates and receives information using phone, email, dispatch radio, etc.*
• Interacts and provides information to the public, City officials, employees, and other public officials electronically and in person*
• Supports inspectors in maintaining inspection files in the department record management system*
• Schedules daily appointments for inspectors*
• Records permit information, violation notices, citations, and inspections into the department record management system *
• Prepares monthly reports to be sent to Cuyahoga County and the State of Ohio on building permit activity*
• Reviews permit applications for accuracy, completeness, and conformance to rules and regulations of the department*
• Assists in the preparation of notices of violations, maintains records, and schedules follow-ups for determination of compliance*
• Assists in the preparation of court case files and summons/tickets for cases to be filed in Parma Municipal Court*
• Assists in the preparation of information for court cases pending in the Prosecutor’s Office*
• Assists in the billing system for the annual Rental Registration Program*
• Assists billing system and prepares annual report for the High Grass Cut Program liens (to be filed with Cuyahoga County) *
Clerical Duties
• Operates standard office equipment*
• Enters data into computer system; contractor information, daily reports, violation notices, court status information, and additional program information as needed*
• Prepares information for annual license renewals*
• Makes routine follow-ups to secure additional information*
• Composes routine correspondence*
• Scans documents into the record management system*
• Calculates costs, creates invoices and collects charges for permit fees, annual licenses, and registration renewals*
• Records complaints received and enters responses into the record management system*
• Assists inspectors in maintaining correspondence regarding legal cases pending in the Prosecutor’s Office*
• Performs filing as needed*
• Performs all other duties within the Building Department as assigned*+

JOB CONTEXT
The Clerk-Typist (Part-Time) works between 21-29 hours per week generally from 8:30 a.m. until 4:30 p.m., which includes one (1) unpaid hour for lunch. Regular and consistent on-site attendance is an essential job function. The Clerk-Typist (Part-Time) works within a temperature-controlled office. The incumbent will operate office equipment, which requires continuous and repetitive arm, hand, and eye movement. The position has the potential for having a high stress level due to dealing with the public, particularly during the construction season. Some duties of the Clerk-Typist (Part-Time) are of a confidential nature due to the prosecution of violation notices and personal information.
JOB QUALIFICATIONS
Upon hire, a Clerk Typist (Part-Time) must have:
• A high school diploma or equivalent
• Minimum one (1) year of office clerical experience
• Knowledge of office procedures and practices
• The ability to do clerical work involving the use of independent judgment, speed, and accuracy
• The ability to make proficient skills in mathematical computations
• Excellent communication skills and a professional temperament
• Understanding of general office equipment such as a computer, adding machine, fax machine, keyboard, telephone, copy machine, etc.,
• Proficient keyboarding skills (proficient operational skill in word processing and data entry programs preferred)
• Proficiency in spelling, grammar, punctuation, and sentence structure
After hire, a Clerk Typist (Part-Time) must have:
• A thorough knowledge of departmental procedures and internal workings of the Building Department
• A thorough understanding of the Building, Planning, Zoning and Property Maintenance Codes and the general fee schedule
• Proficiency in word processing after six (6) months of requisite training
• Proficiency in the use of a dispatch radio
• Proficiency in creating electronic and paper documents
• Proficiency in building department record management system
In accordance with the Collective Bargaining Agreement between the City of Parma and AFSCME Local #3924 which expires on December 31, 2026, the hourly rate for a Clerk-Typist (Part-Time) is $18.88 per hour. The City of Parma is an equal opportunity employer.
The promotional probationary period is 60 days in accord with the above referenced Collective Bargaining Agreement. The new hire probationary period is one year.
