City of North Ridgeville – Electrical Building Inspector

Job Description
LICENSED BUILDING INSPECTOR
Department: Building Division
Union/FLSA Status: AFSCME/non-exempt
Employment Status: Full time
Reports To: Chief Building Official
Working Hours: Monday-Friday – 8:00 a.m. to 4:30 p.m.
SUMMARY
Under the general supervision of the Chief Building Official, the Licensed Building Inspector performs
technical duties to enforce residential and commercial building and electrical codes within the City of
North Ridgeville through on-site inspections of commercial and residential structures in all construction
stages to ensure compliance; conduct various administrative duties for all residential and commercial
construction activities in accordance with the Ohio Board of Building Standards.
MINIMUM QUALIFICATIONS
High school diploma or equivalent. Must possess a current certification from the State of Ohio Board of
Building Standards for Electrical Safety Inspector (ESI) and Commercial Building Inspector (CBI).
Residential Building Inspector (RBI) certification required; Residential Building Official (RBO)
certification preferred. Must have a valid Ohio Driver’s License and ability to remain insurable under the
City’s vehicle insurance policy. Work experience with another governmental inspection agency is
desirable. Must have great communication skills and work well with the general public.
ESSENTIAL FUNCTIONS

  • Conducts field inspections to ensure code compliance with applicable commercial and residential
    codes, following approved construction documents and regulations; advises contractors, design
    professionals and building owners of violations, assists in determining corrective action and ensures
    corrective action.
  • Provides information to the public and contractors on codes and interpretations of such codes,
    general construction or installation problems, and other code related issues as directed in a
    reasonable, professional and understandable method. Meets with property owners and contractors
    to answer general code questions and specific project questions relating to inspections and code
    compliance.
  • Prepares and submits inspection reports reflecting types of inspections performed and the results of
    such inspections, items of non-compliance and corrective actions required; prepares any other
    inspection-related documentation requested.
  • Reviews plans; interacts and coordinates with plans examiner and CBO as necessary to ensure code
    compliance during plan review and during construction with feedback on problems encountered.
  • Uses available resources and references to research materials, methods of construction,
    manufacturer’s installation instructions, ESR reports, etc. as needed.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Maintains required licensure and certification.
  • Maintains public records.
  • Assists with routine office tasks such as answering telephones, responding to emails, scanning documents and filing paperwork.
  • Maintains city vehicle cleanliness and schedules required service as needed.
  • Demonstrates regular and predictable attendance.
  • Performs other related duties as determined by the Chief Building Official.
  • KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of: Ohio Building Codes as applicable to certifications; code enforcement procedures under the OBBS, OBC and RCO; City of North Ridgeville policies and procedures; BS&A permit software; North Ridgeville building and zoning ordinances*; inspection techniques; safety practices and procedures; local geographic area.
  • Skill in: data entry; computer operation; use of modern office equipment; Microsoft Office applications; written and verbal communication.
  • Ability to: read and correctly interpret construction drawings and specifications; carry out instructions in written, oral or image form; deal with problems involving several variables; define problems, collect data, establish facts and draw valid conclusions; exercise independent judgment and discretion; maintain records according to established procedures; prepare accurate documentation, memos, letters, reports and correspondence; meet deadlines; communicate effectively; answer routine telephone inquiries; resolve complaints; develop and maintain effective working relationships; maintain confidential information; work under stressful conditions.

  • EQUIPMENT OPERATED
  • Automobile; inspection equipment; personal computer, tablet, printer, copy machine and other standard business office equipment.
  • PHYSICAL DEMANDS AND WORK CONDITIONS
  • The work will occur in an office and field environment. May require climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions. Subject to moving mechanical parts, vibrations, fumes, odors, dust, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions, intense noises, travel and weather conditions.

Starts at $37.21/hour plus up to $1.50/hour for multiple certifications

Step increases plus annual contract increases
