Housing and Building Commissioner
Roles, Responsibilities, and Duties
- Oversee all aspects of the management and administration of the Housing and Building Department, Planning Commission and Board of Zoning Appeals
- Work in coordination with the Certified Building Official
- Develop organizational goals, and vision in collaboration with the Mayor to drive housing initiatives to better serve Newburgh Heights and lay a foundation for economic growth and development
- Analyze and evaluated Housing and Building Department polices and efficiency and put forth initiatives that professionalized the department via training of newly hired staff and inspectors
- Utilization of online housing and building software (GovQA),
- Advise and provide content for updated website to serve customers online
- Update forms and office organization; Implement new standards of operation
- Developed and implemented policies and procedures that increase compliance, consistency, fairness, and transparency; permit
- Evaluate Newburgh Heights ordinances relating to the housing, building and zoning codes and collaborate with the law department to update code as needed to reduce confusion and create consistency across the code
- Administer policy that requires all rental property owners to register and obtain a rental permit requiring an interior/exterior inspection, and streamlined bi-annual process
- Administer the Newburgh Heights Curbside Inspection Program
- Seek grant funding for applicable goals and initiatives related to development and new housing
- Administer and expand the “Community Reinvestment Programs” by finding developers to rehabilitate sheriff sale houses which were sold on the condition the home would be owner-occupied
- Work with legal counsel to manage housing court within the Mayor’s Court and worked with prosecutors, magistrate and clerk of courts to create monthly docket and provide guidance for each case
- Organize and host landlord/tenant informational seminars in Newburgh Heights
- Oversee and administer Newburgh Heights Home Maintenance Reimbursement Grant program
- Advocated for newly created Housing Committee and oversee work group charged with determining housing committee activities, structure and outreach programs
- Create “Welcome Packets” and coordinate distribution to new home owners and renters
- Increase communication efforts to the community through social media, website, digital newsletters, and printed Newburgh Heights Living magazine
- Assist with organization of community events sponsored by the Village such as fall fests and Thanksgiving donations
- Manage the “Resource Directory” in print and online for residents needing housing assistance and other social services
- Participate as a member of the Northeast Ohio First Suburbs Consortium for Newburgh Heights
- Promote participation and coordinate projects with the Heritage Home Program/Cleveland Restoration Society
- Additional duties and responsibilities as assigned
Compensation: The Housing and Building Commissioner position is a 32 hour per week, full-time position with an annual starting salary of $62,500-$65,000, premium healthcare benefits, and a comprehensive package additional benefits.
