General Overview:
Under direct supervision of the Chief Building Official; interprets current plumbing code; reviews all non-residential construction documents related to plumbing systems; assists other field personnel and performs field inspections as requested on residential plumbing and non-residential structures. Performs other related duties as required.
Required Qualifications:
Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below.
Completion of a high school equivalent education. Must possess and maintain certification as a plumbing inspector through the State of Ohio, Department of Commerce. Must possess a valid state of Ohio vehicle operator’s license.
Knowledge, Skills, and Abilities:
Thorough knowledge of: construction techniques for plumbing material installation; inspection procedures; blueprint/schematic reading; local & state plumbing codes; department policies & procedures*; department goals & objectives.
Advanced knowledge of: public relations.
Ability to: define problems, collect data, establish facts & draw valid conclusions; understand technical manuals and verbal instructions associated with the trade; handle sensitive inquires from officials and the general public; calculate fractions, decimals and percentages; maintain accurate records; prepare meaningful, concise and accurate reports, develop good rapport with public, builders, contractors & officials; communicate effectively; operate a personal computer, copier and standard office equipment.
Skills in: plumbing; testing equipment, procedures, and methods (plumbing); Microsoft Word, Excel and other software programs*.

Licensing/Certification:
•Plumbing Safety Inspector and Plans Examiner Certification issued by the Ohio Board of Building Standards.
•Possession of valid driver’s license and good driving record as defined by Department of Law and Risk Management.
Training:
Must attend thirty (30) hours of continuing education per cycle to maintain certifications, or as mandated.
Job Duties:
The duties listed below are intended to depict tasks performed by this classification.
Responsible for the examination of non-residential construction documents related to plumbing system(s) in order to determine compliance with rules of the Board.
Effectively communicates the results of the plan review to the owner or owner’s representative and the building official. Occasionally communicates directly with property owners, contractors and design professionals regarding specific code compliance and related matters.
Performs residential and non-residential field inspections on rough and final plumbing installations for compliance with plumbing codes and ordinances; approves installation or issues compliance order to have violations corrected.
Prepares approval and adjudication orders regarding their findings on behalf of the Building Official clearly indicating code compliance or non-compliance. May be required to attend meetings and give testimony and/or represent Summit County in legal matters pertaining to current building codes.
Attend seminars, workshops, contractors’ meetings to upgrade, maintain skills and knowledge.

No certified employee or person who contracts for services within the jurisdictional area of a department shall perform services for the department which would require that person or employee to exercise authority or make an evaluation of any work furnished by him or by a private contractor that employs him on a full-time, part-time, or incidental basis. Further, such employee or person shall not engage in conduct that is prohibited or considered a conflict of interest pursuant to Chapter 102 of the Revised Code.
Work Schedule:
Monday – Friday, 7:00 am to 3:00 pm. Some evening and weekend work may be required.
