The City of University Heights has an opening for the full-time position of Director of Housing and Community Development.
The Director of Housing and Community Development is responsible for the daily management and supervision of the Housing and Community Development Department, including enforcement of the City’s housing and property maintenance codes, setting the City’s housing policy, and ensuring development is consistent with the City’s master plan. The director plans, organizes, directs, and oversees the activities and programs of the department; specifically, the Rental Registration Program, the Exterior Maintenance Program, and Point of Sale Inspection Program.
The director reports directly to the Mayor and will serve as a technical advisor to the Mayor and City Council, appointed officials, citizen committees, and city administration on issues pertaining to housing, community development, and urban development. The director attends all council meetings and all committee meetings as required.
This position serves as liaison between the city and various funding agencies; coordinates housing improvement projects; answers questions and interprets community development to the public; confers with other government agencies, local civic groups, business leaders and developers on planning activity; informs other department heads of future plans in order to obtain a common goal; keeps records for administering grant funds (local, State and Federal); gives grant information to Finance as required; and is responsible for site plan applications administration for housing development proposals.
The applicant must have knowledge
of zoning and subdivision regulations and their application in urban planning,
knowledge of various avenues to implement a future land use plan; thorough
knowledge of planning practices and principles, and of the socioeconomic
implications of urban planning, housing, and community development; knowledge
of city zoning codes; thorough understanding of land-use concepts, population
density and annexation problems; knowledge of the administration of grant
programs, including local, State and Federal grants; ability to speak in public
and to formulate ideas which can be effectively communicated to the general
public; ability to deal effectively with the public and major groups concerned
with City planning; skill in preparing charts and maps, and in interpreting
statistical data; and administrative and supervisory ability.
A Bachelor’s Degree in Urban Planning, Urban Design, Geography, Political
Science, Business, Public Administration, or a related field is preferred. Experience may be substituted for education
requirement. This position requires a
minimum of five (5) years’ experience in neighborhood programs, housing, community
or urban planning, real estate or an equivalent combination of training and
experience. Two (2) years of experience
in a supervisory role is preferred.
