City of Shaker Heights – Housing Inspector

Housing Inspector
Dept/Div: Building & Housing/N/A FLSA Status: Non-Exempt
Salary Grade: 7
General Definition of Work

Performs intermediate skilled trades work inspecting various facilities for property maintenance code
violations, advising on repairs, researching issues and complaints, writing and submitting reports,
generating notices of code violation, checking for compliance when needed, inputting data into database,
maintaining records and files, communicating and coordinating with various internal and external parties,
and related work as apparent or assigned. Work is performed under the limited supervision of the
Assistant Director of Housing Inspection.


Qualification Requirements

Essential Functions
Inspects houses, apartment building, and condominiums for code violations; consults and provides advice
on repairs; investigates complaints and concerns.
Reviews property history prior to appointment; prepares code violation notices; checks for permit and/or
ABR compliance when necessary; updates database.
Makes and returns phone calls from residents, realtors, property owners, and local agents; confirms
upcoming appointments.
Generates violations notices and reports using electronic devices in the field.


Knowledge, Skills and Abilities
General knowledge of the application of laws, rules and regulations, policies and procedures relating to
the department and to property maintenance inspections.
Skill in the use of personal computers, associated software packages, hardware, and peripheral
equipment; skill in technical writing; ability to understand, interpret, explain and apply policies and
procedures; skill in customer service; skill in basic dispute resolution.
Ability to communicate effectively orally and in writing; ability to exercise sound judgment in analyzing
situations and in reaching decisions; ability to drive safely under various traffic road and weather
conditions in carrying out daily inspection schedules over a wide geographical area; ability to conduct a
high volume of inspections efficiently and effectively; ability to use acute observational skills to identify
dwelling unit problems which others have attempted to hide; ability to conduct thorough inspections,
accurately document conditions that do not meet standards, and prepare clear and concise reports; ability to read maps and locate streets and addresses quickly and efficiently; ability to manage on-site
interactions and demonstrate tact and sensitivity to issues involved; ability to establish and maintain
effective working relationships with associates, business and community leaders, elected officials,
owners, realtors, regulatory agency administrators, vendors, and the general public.
Education and Experience
High school diploma or GED and considerable experience in the construction industry with some
experience in commercial work, or equivalent combination of education and experience.
Qualifications to obtain at minimum, a state of Ohio issued Residential Building Inspector
certification. Electrical, mechanical, and/or plumbing experience preferred.

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25
pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires
standing, speaking or hearing and reaching with hands and arms and occasionally requires walking,
sitting, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and repetitive
motions; work has standard vision requirements; vocal communication is required for expressing or
exchanging ideas by means of the spoken word; hearing is required to perceive information at normal
spoken word levels; work requires preparing and analyzing written or computer data, operating motor
vehicles or equipment and observing general surroundings and activities; work regularly requires
exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).


Special Requirements
Valid driver’s license in the State of Ohio. Residential Building Inspector certification from the Ohio
Board of Building Standards, or the qualifications to obtain a Residential building Inspector interim or
trainee certification.
