General Definition of Work
Performs difficult advanced technical work planning and preparing for Court, testifying, mediating and resolving complaints, conducting and supervising code enforcement and inspections, communicating and coordinating with various parties about violations, and related work as apparent or assigned. Work is performed under the general direction of the Director of Building and Housing. Divisional supervision is exercised over all personnel within the division.

Essential Functions
Prepares court cases and testifies in court; coordinates with defendants to create repair plans.
Facilitates and resolves issues and complaints; answers questions and inquiries from the general public via phone, email, and in person.
Administers code enforcement and inspections; writes and issues reports and letters; updates database.
Meets with property owners, agents, and/or contractors to communicate and explain violations.
Reviews appeals from home owners and works to resolve issues; testifies at Appeals Board hearings.
Reviews escrow bids and partial release requests as needed or required.
Provides recommendations for the recruitment and hiring of division personnel; assigns, directs, trains and inspects the work of staff; rewards, disciplines, coaches, counsels and evaluates staff performance; develops staff schedules; recommends transfers, promotions, demotions, suspensions, and terminations; ensures deadlines for the division are met; develops and achieves high performance and strategic objectives for the division; supervises daily operations.
Knowledge, Skills and Abilities
Comprehensive knowledge of the application of laws, rules and regulations, policies and procedures relating to the division and to housing inspections; comprehensive knowledge in the principles of management, organization, planning, development and implementation of responsibilities as they relate to the duties of the job; thorough knowledge in setting policies and goals for divisions and programs; thorough knowledge in the management of programs and divisions.
Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in data gathering, analysis and compilation technique for report preparation; skill in planning, project management, budgeting, supervision, public relations, and technical writing; skill in dispute resolution.
Ability to understand, interpret, explain and apply policies and procedures; ability to communicate effectively orally and in writing; ability to exercise sound judgment in analyzing situations and in reaching decisions quickly; ability to deal effectively with people from diverse backgrounds; ability to drive safely under various traffic road and weather conditions in carrying out daily inspection schedules over a wide geographical area; ability to conduct a high volume of inspections efficiently and effectively; ability to conduct thorough inspections, accurately document conditions that do not meet standards, and prepare clear and concise reports; ability to use acute observational skills to identify dwelling unit problems which others have attempted to hide; ability to read maps and locate streets and addresses quickly and efficiently; ability to manage a high volume of on-site interactions and demonstrate tact and sensitivity to issues involved; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to provide leadership, guide and motivate staff; ability to establish and maintain effective working relationships with associates, business and community leaders, contractors, realtors, Court, Department Directors, elected officials, property owners, vendors, and the general public.
Education and Experience
High school diploma or GED and extensive experience in code enforcement, housing inspections, and construction techniques with considerable supervisory and management experience, or equivalent combination of education and experience.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
