Salary: $28.41 – $44-36
Hours: Regular business hours; overtime as needed or directed
Position Summary
Under the general supervision of the Building Commissioner, the Combination Building Inspector
performs technical duties to enforce residential and commercial building codes with the City of
Richmond Heights, according to the city ordinances through on-site inspections of commercial and
residential structures in all construction stages to ensure compliance; conduct various administrative
duties for all residential and commercial construction activities within the City of Richmond Heights,
according to the Ohio Board of Building Standards.
Job Responsibilities:
- Inspect all classifications of commercial and residential buildings and structures under
construction and upon completion for conformity with approved plans and the adopted
International Building Code, International Residential Code, and International Existing Building
Code. - Receive and answer written, telephone, and face-to-face inquiries concerning permits, building
standards, code requirements, and departmental policies and procedures. - Receive and investigate complaints from the public involving residential and commercial
building construction. - Issue verbal and/or written orders to correct faulty, improper, or illegal construction; prepare
reports; and maintain records of work performed. Testify in court when necessary. - Examine residential and commercial applications and plans and issue building permits.
- Inspect fire- and weather-damaged structures to determine the extent of damage and the
resulting condition of the structure. - Perform other such duties and functions as are necessary or incidental to the proper
performance of this position.
Minimum Qualifications:
- Graduation from high school or GED certification with a minimum of five (5) years’ experience in
all aspects of commercial, residential, and existing building construction; or any such
combination of education, experience, and training as may be acceptable to the hiring authority. - Must possess or be able to obtain prior to hire a valid driver’s license.
- Certification as a residential or commercial building inspector or plans examiner through the
International Code Council (ICC) is desirable.
Knowledge, Skills, and Abilities: - Ability to understand and apply City ordinances and codes regulating building construction and
maintenance. - Knowledge of construction methods, practices, and materials, including wood, steel, and
concrete structures. - Ability to read and work from blueprints, diagrams, and drawings and to recognize deviations
during construction. - Ability to establish and maintain effective working relationships with contractors, engineers,
third-party contractors, and City employees. - Skill in the use of computers, including laptops and related mobile equipment.
- Ability to learn and understand complex and specialized software programs.
- Must have mobility and ability to perform field duties in various locations throughout the city.
- Ability to be firm, but tactful, when dealing with stressful situations.
- Ability to communicate effectively, both orally and in writing.
- Ability to recognize improper material and methods of construction from on-site inspections or
from building plans.

- Knowledge and skill in mathematical computations.
