JOB SUMMARY
The Carpenter Inspector is responsible for inspecting all types of construction governed by the Ohio Building Code, the Residential Code of Ohio, and the City of Parma Codified Ordinances. The incumbent works under the direct supervision of the Building Commissioner. Performance of the core objectives of the position are essential job functions. This position is “Classified” within the Civil Service of the City of Parma.
WORK ACTIVITIES
Inspection Duties
- Inspects the installation of new and existing structures governed by the Ohio Building Code, Residential Code of Ohio, and the City of Parma Codified Ordinances*
- Determines compliance of such structures with approved construction documents*
- Records inspection information including inspection photos and findings into the Building Department record management system*
- Reviews permit applications and construction documents for accuracy, completeness and conformance to the Ohio Building Code, Residential Code of Ohio, and the City of Parma Codified Ordinances*
- Identifies all violations upon inspection, maintains records, and schedules follow-up inspections for determination of compliance*
- Issues citations and prepares court case files to be sent to Parma Municipal Court*
- Prepares information for court cases pending in the prosecutor’s office*
- Enforces the Ohio Building Code, Residential Code of Ohio, and the Codified Ordinances of the City of Parma*
- Takes complaints from the public, and explains codes, laws, and regulations to the public, contractors, and City officials*
- Prepares clear and concise correspondence communicating his/her work and findings as needed*
- Performs other duties and inspections as directed*
Other Duties
- Maintains and updates the Building Department record management system, including contractor information, daily inspection reports, violation notices, court status information, and additional information as needed*

JOB CONTEXT
The Carpenter Inspector works a 35-hour work week from 8:30a.m. until 4:30p.m. which includes one unpaid hour for lunch. Additional time outside of normal business hours may be required for plan reviews or special inspections. This position is full-time with benefits and operates 12 months a year. Regular and predictable on-site attendance is an essential job function. The incumbent performs his/her duties in a variety of environments from site to site. The stress level for this position is medium. The position requires some physical activity and mobility due to the different types of environments the incumbent may encounter. Some of the duties are of a confidential nature due to the prosecution of violations.
JOB QUALIFICATIONS
Upon hire, a Carpenter Inspector must have:
- A high school diploma or equivalent
- Five (5) years of experience performing certified code inspections and hold current certifications as a Nonresidential Building Inspector (BI) and a Residential Building Inspector (RBI), or a Nonresidential Building Inspector (BI) and an Interim Residential Building Inspector (Interim RBI), issued by the Ohio Board of Building Standards
- One (1) year experience reviewing residential plans for conformance to the Residential Code of Ohio
- Working experience and knowledge of the enforcement of the Ohio Building Code and the Residential Code of Ohio in relation to the inspection of both nonresidential and residential structures
- A thorough knowledge of building construction processes, along with the ability to read and interpret building plans/specifications and provide a record of noncompliant aspects in the plans/specifications
- The ability to navigate and comprehend the local zoning and property maintenance codes
- The ability to operate computers, navigate the internet, use general office equipment, including software such as but not limited to Microsoft Office Suite, Excel, and Building Department databases and programs
- The ability to establish and maintain good working relationships with the public, local business owners and contractors
- Good communication skills and a professional temperament
- The ability to conduct themselves in a professional, courteous, impartial, responsive, and cooperative manner
- Must have a valid Ohio driver’s license and insurable driving record
- While performing the essential functions of this job, the incumbent is regularly required to ascend and descent stairs, climb ladders/scaffolding and ramps; maintain body equilibrium to prevent falling when walking, standing, or crouching
After hire, a Carpenter Inspector must have:
- A thorough knowledge of Building Department procedures
- Possess a Full Residential Building Inspector (RBI) certification issued by the Ohio Board of Building Standards within one year of appointment to this position
- A thorough knowledge of changing laws or codes involving inspections
- Knowledge of the City of Parma geography
- Proficiency in the use of the following office equipment: calculator, computer, record management system, tablet, copy machine, dispatch radio, fax machine, and telephone
In accord with the Collective Bargaining Agreement between the City of Parma and AFSCME Local #3924 which expires on December 31, 2023, the Step 1 salary for a Carpenter Inspector is $68,248.78. The City of Parma is an equal opportunity employer.
The promotional probationary period shall be 60 days in accordance with the above referenced Collective Bargaining Agreement. The new hire probationary period is one year.
