Examples of Duties
(Formerly Code Enforcement Inspector/Heating I, II, and III) Under the supervision of the Commissioner of the Division of Code Enforcement and the Bureau Manager – Building, makes inspections of residential and commercial buildings and structures for the purposes of ensuring compliance with laws, ordinances, rules, and regulations relating to the design, installation, maintenance, alteration, repair, relocation, replacement, addition to, use, and inspection of mechanical systems that are permanently installed and utilized to provide control of environmental conditions and related processes. Performs related duties as required that pertain to enforcement of the Cleveland Housing, Building, and Zoning Codes as well as the Ohio Building, Residential, and Mechanical Codes.
Minimum Qualifications
(Note: this classification utilizes the working titles of Mechanical Inspector I, II, or III, depending on the certifications held and examinations taken. Also, employees must be in each level at least one year before going on to the next level.) A High School Diploma or GED is required. Three years of full time paid experience as a skilled HVAC system and associated refrigeration, fuel, gas, and heating pipe tradesman for work subject to inspection under a model building code of a national model code organization or a code adopted for non-residential buildings or structures within the scope of groups regulated by the rules of the Board or experience as specified in section 103.3.9. A valid State of Ohio Driver’s License is required. With exception for Mechanical Inspector I where Interim Certifications are required, State of Ohio Board of Building Standards (OBBS) certifications as a Mechanical Inspector and Residential Building Inspector are required and must be maintained throughout employment. In addition to the above: MECHANICAL INSPECTOR I – OBBS certifications as an interim Mechanical Inspector and an interim Residential Building Inspector required, full certificates are preferred. It is expected that the full certifications will be secured during the period of time authorized by OBBS. MECHANICAL INSPECTOR II – Must have passed the B2 Commercial Building Inspector examination through the International Code Council (ICC) per the inspector incentive schedule OR the 1B Building General through the National Certification Program for Construction Code Inspectors (NCPCCI). MECHANICAL INSPECTOR III – Must have passed the 77 Commercial Energy Inspector examination through the ICC per the inspector incentive schedule.
