City of Cleveland Heights – Permit Technician

JOB TITLE:  Permit Technician (Office Assistant)                                                 Full-time

DEPARTMENT:  Building

Salary:

$33,425.60 – $43.680.00                                                                                   

BACKGROUND:

The City of Cleveland Heights is looking to re-establish its Building Department as a division under the Department of Planning & Development. The City of Cleveland Heights Department of Planning & Development, Building Division is currently seeking Permit Technicians to join its newly created Building Division.

Cleveland Heights is an inner-ring suburb of Cleveland, Ohio with a population of just under 45,000 people and a combined 2022 budget of over $129M. Cleveland Heights is a dynamic city with a legacy of intentional economic, racial, and cultural diversity and inclusion. With a strong local economy, diverse mix of cultures, new Mayor, and adjacency to Cleveland, the City is on the cusp of a major revitalization.

SUMMARY: 

This position will be the public-facing aspect of the Division. The incumbent will be responsible to provide information to residents, contractors, property owners, business owners, and others who come to the Building counter, including applications, meeting dates, and other information related to permitting. The incumbent will also be responsible in transmitting any information received at the front counter to other Department and City staff.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Provide customer service to walk-in customers; receives payments; makes change; directs customers and/or callers to appropriate internal individuals; answers routine questions and provides customers with requested forms, information, and/or paperwork
  • Screen visitors and correspondence; makes preliminary assessment of importance and handle accordingly
  • Build effective working relationships with customers, City staff, and elected officials
  • Maintain a variety of files and information related to Division operations
  • Maintain regular attendance and punctuality
  • Perform other duties of a similar nature or level
  • Perform other related duties as assigned

SUPERVISORY RESPONSIBILITES:

QUALIFICATIONS:

Knowledge of:

  • Office procedures and equipment
  • Customer service principles
  • Recordkeeping principles
  • Keyboarding techniques
  • Filing procedures and practices

Skill in:

  • Interacting with a wide range of people of diverse ages and backgrounds
  • Using modern office equipment

Ability to:

  • Provide customer service
  • Process routine forms and documents
  • Maintain records and files
  • Keep privileged information confidential
  • Communicate and use interpersonal skills to interact with coworkers, supervisor, general public, etc. to sufficiently exchange or convey information and to receive work direction

EDUCATION AND/OR EXPERIENCE:

High School Diploma or G.E.D. and six (6) months of customer service experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

HOURS OF WORK

The normal work schedule is Monday through Friday, 8:30 AM – 5:00 PM (40 hours per week). The position requires reporting to City Hall.

PHYSICAL DEMANDS 

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. 

 WORK ENVIRONMENT

Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions.
