Examples of Duties
Under supervision of the Director and Assistant Director act as the Authority Having Jurisdiction for the enforcement of the rules of the Ohio Board of Building Standards, ORC 3781 and ORC 3791 relating to the construction, arrangement and the erection of residential and non residential buildings. Maintain the Citys certification pursuant to Ohio Administrative Code 4101 7 3 01. Administration of the City of Cleveland Land Use Code. Render interpretations of and adopt policies and procedures in order to clarify the application of these rules. Be responsible to assure that a system is in place to track and audit all projects to assure that all building department personnel perform their duties in accordance with the rules of the Ohio Board of Building Standards , and for the overall administration of a building department, including retention of records administration of plan review plan approval, inspections and the issuance of orders and certificates as identified by the Ohio Revised Code, Ohio Administrative Code and City of Cleveland Codified Ordinances and Charter. Manage related processes and personnel in the divisions of the department. Present the Citys position at Local and State appeals boards. Be responsible for the submission of reports and any requested special information to the board of building standards as required. Assists in providing continuing education opportunities for certified staff. Represents the Department and City in certain litigation. Acts as an on-call 24/7 emergency responder to building failures and collapses. Reviews and approves vacate orders and emergency demolitions. Performs other job-related duties that pertain to enforcement of the City of Cleveland Land Use Codes. Performs such other duties as may from time to time be required of the Director by the Mayor, or by ordinance of Council
Minimum Qualifications
Bachelor’s Degree in Architecture, Civil/Structural Engineering, or related field from an accredited four-year college or university is required. (Substitution: Two years of construction management, non-residential building code inspection, Building Official or Plans Exam experience or combination thereof, may substitute for each year of college education lacking.) Five years of full-time paid experience in Building Inspection and/ or Plan Exam is required. Seven years of full-time paid supervisory experience is required. Must maintain valid full Building Official and full Residential Building Official certifications from the State of Ohio Board of Building Standards throughout employment. Valid State of Ohio driver’s license is required. Must be sufficiently ambulatory and physically capable of evaluating construction projects and existing structures. Must be able to lift, carry, push, and pull a minimum of 30 pounds. Must be adequately proficient in Microsoft Office Suite and Micro Computer applications. OBBS Certification as a Plans Examiner preferred.
