GENERAL DUTIES: The employee in this position performs supervisory and administrative work in organizing, directing, and inspecting commercial and residential construction projects. Responsibilities include performing inspections and determining that work, for which they are certified to make inspections, is performed in compliance with the approved construction documents. Results of inspections shall be effectively communicated to the Building Official. Work is performed with considerable independence within established policies, procedures, and guidelines, and is reviewed by the Building Official through conferences and reports. Assists in organizing, directing and performing residential and commercial construction project inspections in accordance wit the Ohio Building Code and the Residential Code of Ohio.
MANDATORY QUALIFICATIONS: Current Ohio Board of Building Standards (OBBS) certifications, or interim certification, as a Building Inspector and as a Residential Building Inspector. The Assistant Chief Enforcement Officer must obtain and maintain full certifications within 2 years of employment.
QUALIFICATIONS: Extensive knowledge of the Ohio Building Code and Residential Code of Ohio; must be physically able to access all portions of constructions sites, including but not limited to roofs and basements; ability to delegate authority, coordinate and supervise the work of technical and clerical personnel in a manner conducive to full performances; organize and maintain plan submittals; possess extensive computer skills required, including creating word documents and spreadsheets, communicate via email and enter daily inspection reports; ability to remain informed on current building technologies and materials; ability to express ideas clearly and concisely, orally and in writing; ability to enforce codes and ordinances firmly, tactfully and impartially; and to maintain effective professional relationships at project sites and with the general public in general; and must possess and maintain a valid Ohio Driver’s license. The following OBBS certifications desired: Mechanical Inspector; Plumbing Inspector; Electrical Safety Inspector; Residential Building Official; and Residential Plans Examiner. All candidates for employment with the City of Youngstown must be a resident of Mahoning County or an Ohio County that is adjacent to Mahoning County at time of hire

NOTE: As provided for in Youngstown City Ordinance ORD-11-244 and in accordance with the City of Youngstown Charter, Section 52 (E) any candidate who is a bona fide resident of the City of Youngstown for at least one year immediately prior to an entry level examination and remains a resident citizen of the City of Youngstown throughout the selection process, as determined by the Civil Service Commission, at the time of filing his or her application for examination, shall, if a passing grade is attained, have a credit of fifteen percent (15%) added to his or her raw score. The Applicant must show proof of residency by providing the following: Driver’s License, Bank Statements, Utility Bills, Mortgage Release/Lease, and/or Insurance Statements. In order to be considered applicants must submit four (4) different proofs of residency from one (1) year ago and four (4) current proofs of residency.
